The Helsinki Commission (Helcom), or the Baltic Marine Environment Protection Commission, is to begin planning an ambitious plan to protect the heavily polluted body of water.
Helcom agreed on the overall framework of the plan at the Helcom annual meeting, which concluded in Helsinki on Thursday.
Anne Christine Brusendorff, the executive secretary of Helcom, said the Baltic Sea action plan (BSAP) heralded a novel approach: the point of departure would be the wellbeing of marine habitats rather than how much pollution the Baltic could take.
Helcom's objective for the next year is to establish targets for various parts of the Baltic and what kind of effluent limits will be required to reach those goals.
Helcom works to protect the Baltic marine environment from all sources of pollution through intergovernmental cooperation between Denmark, Estonia, the EU, Finland, Germany, Latvia, Lithuania, Poland, Russia and Sweden.
